If I buy this house at the reduced rate then then what the current owner paid for, would it reduce the property tax?

The current owner built this home.

If you pay less than a current owner’s SEV then you have a very good case for getting the property taxes reduced the next year. Nobody can guarantee what a municipality will do when they reassess a home the February after the sale, but should you need to protest, your purchase agreement and appraisal should be very compelling arguments for a reduction
